UP Budget 2026: Major Boost for MSME Sector, Industrial Zones to Be Set Up in All 75 Districts

The Uttar Pradesh government has placed strong emphasis on strengthening the Micro, Small and Medium Enterprises (MSME) sector in the UP Budget 2026, with a total allocation of ₹3,822 crore. Under the Sardar Vallabhbhai Patel Employment and Industrial Zone Scheme, industrial areas will be developed in all districts of the state. Several initiatives have also been announced to train youth, provide employment, and promote entrepreneurship. In addition, significant budget allocations have been made for the textile sector and the “One District One Dish” (ODOD) scheme, which is expected to boost exports and job creation.

The state government has increased the MSME budget by 19 percent compared to last year, highlighting its commitment to developing this sector. To further empower MSMEs, the government has launched the Sardar Vallabhbhai Patel Employment and Industrial Zone Scheme, under which new industrial areas will be established in every district of Uttar Pradesh. For this initiative alone, ₹575 crore has been allocated in the budget.

Uttar Pradesh Among Leading States in MSME Sector

Uttar Pradesh is already among the leading states in the country with over 9.6 million MSME units. The MSME sector contributes nearly 40 percent to the state’s total exports, making it a key driver of economic growth. This is why the government is focusing on expanding and modernizing this sector further.

For the first time since 1960, the state is working on setting up dedicated industrial zones specifically for MSMEs. On the occasion of Uttar Pradesh Day, Union Home Minister Amit Shah inaugurated the Sardar Vallabhbhai Patel Employment and Industrial Zone Scheme on January 24.

The government aims to establish at least one new industrial area in every district under this scheme. The process of land acquisition has already begun. Youth will be provided industry-specific skill training based on the needs of MSME units, and trained candidates will be employed locally in these industrial zones.

₹1,000 Crore for Youth Entrepreneurship Scheme

Apart from this, the government has allocated ₹1,000 crore for the Chief Minister Youth Entrepreneur Campaign Scheme, which aims to help 10 lakh young people start their own businesses. The same amount was allocated for this scheme in the previous financial year as well.

Under this initiative, the target is to establish one lakh micro enterprises every year. Since the launch of this 10-year scheme, loans have already been provided to more than 1.38 lakh youth. Similarly, ₹225 crore has been allocated for the Chief Minister Youth Self-Employment Scheme in the current budget.

“One District One Dish” Scheme to Promote Local Flavors Globally

To promote the unique food culture of Uttar Pradesh across the world, the government has allocated ₹75 crore for the One District One Dish (ODOD) scheme, which was launched on January 24 on the occasion of Uttar Pradesh Day.

Under this scheme, selected dishes from each district will be promoted through branding, certification, registration, geo-tagging, and global marketing. This will benefit local food entrepreneurs and increase the state’s export potential.

₹5,041 Crore for Textile and Handloom Sector

In the UP Budget 2026–27, the government has allocated ₹5,041 crore to promote the handloom, textile, and khadi industries. The target is to generate 30,000 new jobs in the textile sector.

To develop Uttar Pradesh as a major garment hub, a world-class mega textile park will be established under the PM MITRA Park Scheme. Additionally, ₹4,423 crore has been allocated for the Atal Bihari Vajpayee Powerloom Weavers Electricity Flat Rate Scheme, which aims to support powerloom workers.

The government has also earmarked ₹150 crore for the implementation of the Uttar Pradesh Textile and Garmenting Policy 2022, further strengthening the textile ecosystem in the state.
